The [[strategy]] is the three to five overall approaches to achieve the [[mission]] while addressing  any barriers from [[Impacting Elements]]. It could be called a simple rule that guides decisions and priorities. Examples of what the [[strategy]] would address:
 
 
* approaches that deliver progress toward achieving the mission
 
* approaches that address potential barriers to achieving the mission from the [[Impacting Elements]]
 
 
The [[strategy]] is finding an approach at the complex [[Enablement Intersection|enablement intersection]] to make the [[eDream]] happen.
 
 
The [[strategy]] is a part of the [[Iteration Generator]] and an element of the [[Plan]].

The strategy is the top-level approach to achieve the mission by addressing the impacting elements and providing focus on the essential activities within the enablement process. The strategy evolves based on what is learned about the impacting elements, enablement design and iteration creation. It adapts to change and the uncertainty from complexity. It consists of continuous improvement of three components:
