Understand Impacting Elements

The identified Impacting Elements must be understood in order to address and manage them in the Enablement Process. For each impacting element, the following needs to be understood:
- #Action - (People Only) what action would the impacting people need to take to achieve the mission-driven outcome?
- #Certainty - for each item on this list, the understanding of the actions, impact, interactions and reactions is known, unknown or uncertain?
- #Impact - how would this impacting element impact the mission-driven outcome? Is it a barrier or a boost?
- #Interactions - what other impacting elements could impact this impacting element and how? Include any dependencies.
- #Reaction - what will be the reaction to the iteration creation?
