The strategy is the top-level approach to achieve the mission by addressing the impacting elements and providing focus on the essential activities within the enablement process. The strategy evolves based on what is learned about the impacting elements and iteration creation. It adapts to change and the uncertainty from complexity. It consists of continuous improvement of three components:

Strategy Development is a layered approach of predictions to ensure alignment of the strategy.
1. Current State Prediction Layer

  • impact prediction of how the impacting elements will impact the complex system.
  • status prediction of what is the current status of the impacting elements,
  • causation prediction of why the impacting elements have their current status

2. Future State Predictions Layer

  • likely scenario prediction of the progression of the impacting elements and complex system to their future state
  • scenario timing prediction of the timing of the progression to the future state

3. Strategy Forecast Layer

  • approach forecast of the approaches that will successfully achieve the mission and address the impacting elements
  • change forecast of the changes to the current and future states as a result of the strategy approaches
  • timing forecast the timing of the progress of achieving the mission and the changes to the current and future states as a result of the strategy

4. Adjustment Prediction Layer

  • adjustment impact prediction of the impact of potential adjustments to the impacting elements, strategy and predictions (current state, future state and strategy forecast predictions) to help decide which adjustments to implement.
  • adjustment cost prediction of the cost and timing of the potential adjustement
