Impacted are stakeholders that are impacted by the enablement of the eDream and are not a decision maker, technical advisor, Investor or Influencer. If the Impacted are impacted in a negative way, it can make decision makers uncomfortable which could influence the decision makers. Also, if a group of Impacted get together to combine their voices, they can influence decision makers.
