The strategy is the top-level approach to achieve the mission by addressing the impacting elements and providing focus on the essential activities within the enablement process. The strategy evolves based on what is learned about the impacting elements and iteration creation. It adapts to change and the uncertainty from complexity. It consists of continuous improvement of three components:
- Objectives - are the approaches that will demonstrate progess towards achieving the mission and in addressing the impacting elements
- Solutions - are what must be created to achieve the mission, deliver on the objectives and to address the impacting elements
- Measures - are the measurements of progress toward the mission and to evaluate the effectiveness of the objectives and solutions.
Strategy Development is a layered approach of predictions to ensure alignment of the strategy.
1. Complex System Prediction Layer
- impact predictions of how the impacting elements impact the mission (complex system).
- current state predictions of what is the current status of the impacting elements,
- causation predictions of why the impacting elements have their current status
2. Change Prediction Layer
- impact predictions of the the impact the expected changes could have on the mission (complex system).
- likely scenario predictions of coming change to the impacting elements and complex system that could impact achieving the mission
- causation prediction of why the impacting elements are changing
- timing prediction of the timing of the progression of change (current status to future status)
3. Strategy Prediction Layer
- approach forecast is how the mission will be achieved and the impacting elements will be addressed
- impact forecast is the expected impact the strategy will have on the mission and the complex system and change predictions.
- timing forecast is the timing of progress of achieving the mission and the changes to the current and future states of the impacting elements.
4. Adjustment Prediction Layer
- impact prediction of the impact of potential adjustments to the impacting elements, strategy and predictions (complex system, change and strategy forecast predictions) to help decide which adjustments to implement.
- cost prediction of the cost of the potential adjustment
- timing prediction of the timing of making the adjustments amd making an impact
