The people, communities and realities that can impact achieving an outcome if they are not addressed and/or leveraged. This includes discovery of each of the impacting elements including aspirers, beneficiaries,decision makers, contributors, solution, communications, operational, funding, personal needs This is step 2 of the Enablement Process.
