Impacted are peoples that are impacted by the enablement of the eDream, yet are not decision makers, technical advisors, trusted advisors or influencing Stakeholders. If the Impacted are impacted in a negative way, it can make decision makers uncomfortable or influence their decision. Also, if a group of Impacted get together to combine their voices, they can influence decision makers.
